1. For the 2026-2027 school year, all EUSD students must complete an approved safety training program if they wish to ride a bike, scooter, or e-bike to school. EUSD has partnered with the San Diego Bike Coalition to provide training assemblies at all school sites within the first three months of the school year. This training counts as the required attendance of an EUSD approved bike safety presentation. All students who are at school on the day of the training will attend the safety training, regardless of if they ride a bike to school or not. Dates for the 2026-2027 trainings are currently being scheduled, and will be listed below as they are confirmed. A grace period will be provided for all riders until November 2, 2026, to allow students to receive training and complete the online tag application.
    
2. Students who miss school on the day of the bike safety training assembly, students who enroll in our district after the start of the school year, or students who decide they want to ride a bike/scooter later on in the year must complete one of the approved courses:

   2. City of Carlsbad - Safety Course Information 
   3. Two make-up bike safety trainings may also be scheduled by the district outside of school hours for anyone who missed the assembly at their school. Those will be scheduled and listed here at a later date.

1. Parents must complete the online application for a bike/scooter tag. Even if you did so last year, you must do so again to get a new tag for this year.  Links to the form for each school site are listed below. 
    
2. After students complete the approved online course and parents complete the online tag form, students are eligible to receive a bike tag.

• Once the form is submitted and safety training completion is verified, you can pick up your district issued bike tag from the school office. This tag must be visibly affixed to the student’s bicycle/scooter frame at all times while on campus. *Please note that even if you had a bike tag last year, you must have one from the current school year in order to ride to school. 
   
• Students who do not have a district-issued bike tag visibly affixed to their bike, e-bike, or scooter will not be permitted to bring it on any EUSD campus.

• If a bike tag is ever lost or stolen, please report this information to the school's front office immediately, and a replacement tag will be issued. 
   
• If a new ebike/bicycle is purchased after receiving an initial bike tag, you will need to fill out a new form with the bike information and notify the front office staff. They will issue you a new bike tag once approved.

Helmets Required: Riders must wear a safety helmet with the safety strap buckled securely beneath the chin. *Students under 17 years of age and in possession of a bicycle must have a helmet with them while they are with their bicycle. (CVC 21212a, 21235). 

Walk on School Grounds: Bicycles must be walked when on school grounds. Students must dismount their bikes as they enter the parking lot and walk their bikes on the sidewalk.

Passenger Limits: Passengers are permitted to ride only on bikes with a factory-installed passenger seat and must wear a properly secured bike helmet. One rider per bike is highly encouraged. 

Obey Traffic Laws: Under the law, a bicycle is regarded as a vehicle and as such, the rider must obey all of the traffic laws that apply to any vehicle (e.g., riding on the right-hand side of the road, using hand signals, walking the bike in crosswalks, etc.). 

Legal E-Bikes and Age: Only pedal bikes and Class 1 & Class 2 e-bikes will be permitted on our campuses. Under the law, riders must be 16 years old or older to ride a Class 3 bike.

Carlsbad City e-Bike Laws: New e-bike safety laws took effect in the City of Carlsbad beginning on March 26, 2026, including that anyone operating an e-bike in Carlsbad must be at least 12 years old. These updated regulations were recently adopted by the Carlsbad City Council and apply to all riders within city boundaries.  Any students attending EUSD schools within Carlsbad City limits are not allowed to ride an e-bike to school if they are under 12 years old. This includes El Camino Creek, La Costa Heights, Mission Estancia, and Olivenhain Pioneer. Please visit www.carlsbadca.gov/ebikes for more information. You can also View the Ordinance.

• Storage - Bicycles should be parked in their designated area(s) on campus. Bicycles should never block ingress or egress or be placed in any location that would compromise safety and access.

• Charging - Students using eBikes need to charge their equipment prior to arriving on campus. District outlets should not be used for charging

• Security - It is the responsibility of the student to lock and secure their bicycle. The District is not responsible for damage or theft of bicycles on campus or en route to and from school and school-sponsored events.

Minimum Age Requirement

Under Assembly Bill 2234, anyone operating an e-bike in Carlsbad must be at least 12 years old. This change comes as part of a San Diego County pilot program that allows cities to establish a minimum riding age. 

Additional Safety Clarifications
The updated laws further clarify the following requirements:

- All riders under 18 years of age must wear a properly fitted and fastened helmet.
- Only e-bikes specifically designed to carry passengers may transport more than one rider.
- Riders must travel at a safe speed for conditions, considering weather, pedestrians, and surrounding traffic.
- Parents/guardians may be held responsible if they knowingly allow their child to commit violations.

Consequences for Reckless Riding
Safety is the city’s top priority. If a minor violates the law in a way that creates an immediate or substantial public safety risk, their e-bike may be impounded.

To retrieve the impounded e-bike:
- The student must complete an in-person safety course.
- A parent or guardian must be present at the time of release.
- The Police Department may also impound e-motorcycles, which are not street legal.

E-Bike Restrictions in Parks
E-bikes are prohibited at Poinsettia Community Park and Pine Avenue Community Park.

Implementation Timeline
The new laws go into effect on March 26, 2026, beginning with a 60-day warning period. During this time, law enforcement will focus on education and awareness. The warning period ends on May 25, 2026 (Memorial Day). After that date, full enforcement will begin.
