Charter Petition Update: October 3, 2025
You may be aware last school year EUSD received a charter petition from North Star Waldorf Academy Charter School. Charter schools can request a local education agency for authorization to operate a school within the jurisdictional boundaries of the authorizing agency. The District reviewed the petition for legal compliance as well as conducted a detailed review and analysis in all areas such as curriculum and education, business and finance, liability and risk management, as well as student rights and special education.
On August 19, 2025 at their regularly scheduled meeting, the EUSD Board of Trustees voted to accept the EUSD staff’s factual findings and deny the charter petition. The petitioners did not decide to file an appeal with the San Diego County Office of Education. At this time, there is no further action around the charter petition in our district.

Past Charter Petition Information and Updates
On April 11, 2025, EUSD received a charter petition from North Star Waldorf Academy Charter School. Charter schools can request a local education agency for authorization to operate a school within the jurisdictional boundaries of the authorizing agency. If authorization is granted by the District’s Board of Trustees, North Star Waldorf will operate as a separate legal entity, but the District will have oversight responsibilities for the charter school.
The District has reviewed the petition for legal compliance as well as conducted a detailed review and analysis in all areas such as curriculum and education, business and finance, liability and risk management, as well as student rights and special education. The information gathered is to determine the soundness and workability of the proposed school. The results of the review are now posted publicly as of August 4, 2025. The Board will take final action at a regular board meeting on August 19, 2025.

The District’s Board of Trustees also must also consider input from the district teachers, other district employees and the community that would be impacted by the charter at a public hearing.

PUBLIC HEARING & PUBLIC INPUT:
A public hearing took place during the regularly scheduled EUSD board meeting on Tuesday, June 10, 2025, at 6:00 pm. Public input could be provided in person at the meeting, or sent in writing to the Board of Trustees at board@eusd.net. Comments submitted via email will be provided to the Board but were not read aloud at the public hearing.
The Board will take final action on August 19, 2025.
