
DEFINITION:
Under general direction of the Chief Financial Officer, plans, coordinates and manages the purchasing and warehousing functions of the District; coordinates and supervises the work of the publication specialist, purchases high quality supplies, materials and equipment in accordance with informal and formal bidding procedures; prepares specifications and contracts for services/supplies; trains and evaluates the performance of assigned personnel and performs other related work as required.
DUTIES:
Plans, organizes, coordinates and supervises the activities and operations of the purchasing/warehouse/print shop operations including the procurement of supplies, materials, equipment and services, central receiving inventory control, stores and warehousing/distribution activities; coordinates and prepares specifications, requests for proposals, bids and quotations for a variety of purchases in accordance with informal and formal bidding procedures; analyzes bids or quotations received; may write contracts for services or supplies; recommends awarding of contracts or placing of purchase orders; conducts inquiries, interviews vendors and analyzes prices and market trends to establish and maintain the best sources of supply; explores alternative sources; prepares purchasing schedule; supervises sale of surplus property and equipment; handles complaints from vendors and departmental representatives; confers with departmental representatives regarding purchasing needs, policies, procedures, and concerns; supervises maintenance of purchase order, warehouse and print shop inventory, and fixed asset systems; may recommend procedures for the evaluation of the quality of supplies and equipment; maintains purchasing records and prepares reports; trains, supervises and evaluates assigned staff, and performs other duties as assigned.
