Shannon Kuder

Shannon Kuder is a longtime resident of
Encinitas where she resides with her husband. She graduated from San Diego
State University. Mrs. Kuder’s three children were all students at Flora Vista and
went on to graduate from the San Dieguito Union High School District. She
was an active parent, serving as Charter PTA President at Flora Vista,
Chairman and Vice Chairman of the School Site Council, and also served on
numerous committees. She continued to be an active parent at her children’s
middle and high schools in the San Dieguito District.

Mrs. Kuder has served as Board President for four years. She has also been Vice President and clerk of the Board. During her tenure on the Board, Mrs. Kuder has worked as a volunteer for many years with second and third grade students teaching Junior Achievement. In 1994 she completed the California School Board training program Master in Boardsmanship and Master in Governance in 2000. Mrs. Kuder was a driving force in the adoption and authoring of the District’s Strategic Plan and Vision. She continues to sit on the Strategic Planning Committee insuring that District decisions are always “children” driven. As a new board member Mrs. Kuder made a commitment to improve the facilities in the Encinitas School District and her efforts aided in the passing of a $29.5 million bond. Mrs. Kuder has
always been a vocal proponent of legislation in support of public education
and sits on the District’s Legislative Action Committee. She served as the
California School Boards’ Governmental Relations Chair to the 74th Assembly District. She participates and attends conferences focusing on
legislative issues offered through the California School Board Association
and the San Diego County Office of Education. |

Bill Parker
His teaching career spans over twenty-five years and Bill is presently a Special Education Teacher at Valley Middle School in the Carlsbad Unified School District. Bill has served on the North County Coastal Special Education Consortium for the past 12 years representing the needs and interests of Special Education students in the Encinitas Union School District and throughout North County. He was a founding member of the Encinitas Union School District’s Strategic Planning Committee in 1994 and continues to support the District’s Vision that places children first in our list of priorities. Bill was an active supporter of the $29.5 million successful bond campaign enabling the District to modernize facilities. He was Chairperson of the Paul Ecke/Pacific View School Site Council and the District’s Legislative Action Committee. His commitment to
education and to the students of the Encinitas Union School District is
evident in his ongoing advocacy for public education. |

Cathy Regan
Mrs. Regan has served four terms as President of the EUSD Board of Trustees. During her tenure, all of the District’s schools have earned California Distinguished School status. She was involved with the planning and design of the District’s newest schools: La Costa Heights, Mission Estancia, Olivenhain Pioneer and El Camino Creek. Cathy served on the Proposition O Bond Committee that successfully raised $29.5 million to modernize the District’s schools. She served as chairperson of the EUSD Legislative Action Committee and Board Member for the Encinitas Educational Foundation. Cathy is a graduate of both the California School Leadership Academy and California School Board Association Masters in Governance Program. Prior to moving to
California, Cathy taught in East Cleveland, Washington, D.C. and Chicago,
and she studied the British Infant Schools in Oxford, England. In 1994 she
accepted a full-time teaching position with the Oceanside Unified School
District at Ivey Ranch Elementary, which became a National Blue Ribbon
School. Presently, she works at Nichols Elementary where she teaches second
grade. Cathy is a National Board Certified Teacher, a GATE (Gifted and Talented Education) certified teacher
and possesses a CLAD (Cross-cultural Language and Academic Development)
credential. In 2005 she was selected Oceanside Unified Teacher of the
Year. Cathy also holds a Master’s Degree in Education. |

Carol Skiljan
Carol has been active volunteer and advocate of public education and the needs of children and youth for more than 20 years. She’s served on local and county level PTA boards and other parent/education foundation boards providing leadership in many capacities. Carol was elected to the Encinitas Union School District Board of Trustees in 1992. She has served as Board President, Vice-President and Clerk numerous times and represents EUSD on the City of Encinitas School Liaison Committee. Carol is a graduate of the California School Boards Association’s (CSBA) two year governance training programs: Master in Boardsmanship-1994 and Master in Governance-2000. She is a Past President of San Diego County School Boards Association (SDCSBA). Since 1994 Carol has served as a Delegate to both CSBA and SDCSBA. She represents SDCSBA on San Diego Health and Human Services Agency’s Children’s System of Care Council and the Mental Health Services Act Children’s Workgroup.
Mrs. Skiljan is involved in some facet of K-12 issues
practically on a daily basis, be it as a parent volunteer, elected official,
educator or advocate. In December 2005,
County Supervisor, Pam
Slater, appointed Carol to serve (2006-07) as a Commissioner on First Five
San Diego. Carol appreciates the opportunity to expand her advocacy for
children and youth via the First 5 Commission and embraces the vision:

San Diego
County will
enter school ready to learn.

Marla
Strich In addition to serving as a classroom volunteer for many years, Marla is a Girl Scout Leader who has been a member of the Girl Scout Leadership Team in Encinitas. She was a Cub Scout den leader as well. She served as Chairperson of the San Diego County Human Relations Commission. Mrs. Strich participates on the District’s Strategic Planning Committee and Legislative Action Committee. She also serves on the San Dieguito Academy Foundation Board, and the Legislative Action Network and Strategic Planning Committee for the San Dieguito Union High School District. In 2000 she completed the California School Board Association’s Masters in Governance professional development series. She was recognized as Ocean Knoll Elementary’s Volunteer of the Year in 2002, for her many school and community-related activities. Marla has resided in Encinitas for the past 20 years with her husband Dan and their two children, who both attended Ocean Knoll Elementary from Kindergarten through sixth grade. Mrs. Strich graduated from Northwestern University and earned her Master’s Degree in Social Work from the University of Southern California. She worked for non-profit organizations for fifteen years. |


Bill Parker is a longtime resident of
Leucadia where he resides with his wife and two daughters. Both of Bill’s
children attended Paul Ecke Central and Pacific View schools and are now
students in California universities. Bill is an avid surfer and is well
known on the beaches of Encinitas. Bill completed the rigorous training
required by the United States Coast Guard and earned his Captain’s License
in 1998.
Cathy Regan and her husband Jim have resided in the La
Costa area of Carlsbad
since 1979. Their two daughters attended Capri and La Costa Heights and
graduated from the San Dieguito Union School District. Cathy was a
volunteer for many years in her children’s classrooms and was active in
PTA. During the 1987-88 school year, she was La Costa Heights PTA
President. Prior to her appointment to the Encinitas Union School District
Board of Trustees in 1989, she served for six years as a Carlsbad Parks and
Recreation Commissioner.
Carol Skiljan and her husband, married for 34 years, have
resided in Encinitas for over 28 years. Their two daughters
Marla Strich is an active participant in
both school and community organizations. She was a co-chair of the
successful campaign for the District’s $29.5 million facilities and school
modernization bond. She has served as chairperson of the Ocean Knoll
Elementary and San Dieguito Academy School Site Councils and as Ocean
Knoll’s PTA Legislative Vice President.
